  • development of training courses and curricula on management, marketing, loan and deposit business including courses for federal Ministries staff and local authorities, for trainers and future trainers, for credit cooperatives personnel;

1999 - 2004

Control-Accounting Chamber of Tver Region Legislative Assembly. Auditor.
General responsibilities:

  • control and analytics of state property usage, financial analytics for companies with state share;
  • control of Tver region state debt, borrows and loans;
  • development of legislation acts for regional economic processes;
  • lectures about public financial control.

The main achievements: Due to control measures in 2000 – 2004 153 millions of roubles were added to the regional budget.

1994 - 1998

Russian Privatisation Centre (RPC)*. Director of Pskovsko-Valdaisky Privatisation Centre (PVPC – RPC affiliate).
General responsibilities:

  • general management of centre including three affiliates in Tver, Novgorod and Pskov regions (40 subordinates);
  • establishing of the centre from “zero”, organisation of all the management systems according to mother company’s standards (western style, 20% of personnel – foreign consultants);
  • budgeting, staffing, planning, financial analytics, legal supplement, micro- and macroeconomic information analyzing;
  • cooperation with foreign partner companies;
  • supervising of project development, implementation and promotion, including:

      PIES (Program of Intensive Enterprise Support) – the development of general enterprise strategy, reorganisation and restructuring planning, business planning, investment project development, trade partners search, risk evaluation etc.;
      FMA (Financial Management Assistance) – the restructuring of the companies financial management and accounting, training for the financial staff;
      TAM (Turn Around Management) – development of management structure and managing personnel training, reform of organisation structure and management culture;
      WRRVF (West Russia Regional Venture Fund) – feasibility study for WRRVF establishing;
      MAP (Marketing Assistance Project) – the establishing of the modern marketing service, development of the marketing strategy, trade partners search (Partner: Bain Link);
      BIS (Business Information System) – creation of a database on 250 large and medium sizes privatised enterprises of the Region. (Partners: Dun & Bradstreet, Arthur Andersen);
      ELS (Enterprise Land Sales) – privatisation of land under the privatised companies. (Partner: PADCO).
      REIS (Real Estate Information System) – creation of a unified information system on land lots and real estate units as well as a registration system of the ownership of them, based on the pilot lots in Tver, Novgorod, Pskov (Partners: Arthur Andersen, Chemonics).
      Flax – development of programme for Tver region flax proceeding industry reorganisation. (Partner: The World Bank).
The main achievements:

  • Total budget of projects PVPC was involved and had implemented for 3,5 years was over US$ 250m. This sum had been raised from USAID, World Bank, EBRD and TACIS;
  • Consulting and technical assistance for more than 40 large privatised companies in three Russian regions were rendered;
  • EBRD investment 2,6 million ECU were attracted to Tver company “Polygran”;
  • Methodic recommendations for investment management were developed used in teaching of economics and financial management.

1993 - 1994

Tver Chamber of Commerce and Industry (TCCI). Executive director.
General responsibilities:

  • establishing and general management of executive office (30 subordinates),
  • assistance to cooperation between businessmen and local authorities.
The main achievements:

a)  establishing of TCCI executive office,
b)  in cooperation with IBTCI consultants the procedures of auctions and investment tenders for Tver city administration were developed,
c)  the first in Tver region tender documentation was developed.

1991 - 1993

Tver Regional State Property Management Committee (local GKI). First Deputy Chairman.
General responsibilities:

  • privatisation of state enterprises in Tver region,
  • general management of the Committee at the absence of Chairman (50 subordinates).
The main achievements:

a)  the privatisation process was organised without conflicts and legal hearings,
b)  the companies privatised under my supervising (more than 170 large and about 1000 small and medium companies) became the most successful in Tver region and avoided bankruptcy.

1990 - 1991

Tver Regional Administration’s Committee of Economics. Head of economic reform department.
General responsibilities:

  • general management of the department (8 subordinates),
  • development of legislation acts for economic reform,
  • consulting of the entrepreneurs and businessmen.

The main achievements: One of the first regional procedures of privatisation for state enterprises was developed. Tver Regional Council of Deputies adopted these procedures as a draft law.

1980 - 1990

Tver Agricultural and Polytechnic Institutes. Senior teacher of economics.
General responsibilities: teaching and lecturing of economics.
The main achievements:

a)  more than 1000 students were trained in economics.
b)  one of the first teachers in Tver region who began teach the students of market economy, management and marketing in the middle 80-th.
c)  special courses of market economy and stock company’s structure were conducted for trainers and directors.

2003 - 2004

Research development:
1) Relations between different level budgets in Tver area (characteristic of a problem and ways of improving).
2) Municipal crisis in Tver: the reasons, characteristic and ways of overcoming.
