THE EU SUPPORTS THE DEVELOPMENT OF CREDIT COOPERATIVES IN THE RUSSIAN FEDERATION

The Delegation of the European Commission will host the official launch of a newly funded project which aims to support the development of Credit Cooperatives in Russia as well as to improve their operating system and the legal framework.
A press conference will take place in the premises of the Delegation of the European Commission (Kadashevskaya naberezhnaya, 14/1), on 20 October 2004, at 12 a.m.
The project budget is 2,5 million Euro. The main partner of the project is the Ministry of Economic Development and Trade.
Mr. Marc Franco, the head of the Delegation, as well as Mr. Andrei Vladimirovich Sharonov, Deputy Minister of the MEDT, will participate in the conference.
The project will be implemented by the consortium Sofreco – Credit Mutuel Bank from France.

Area of responsibility includes:
1. Control of the state debt of the Tver region;
2. Control of use of credit resources and extra means;
3. Control of the incomes of management and order by a state ownership of the Tver region.

On results of check of Committee on management of property and Fund of property of the Tver area which has been carried out in 2000 volume of receipts from use of state property in the regional budget has increased on 5 328 thousand roubles. On results of check of execution of the budget in 1999 – 2000 years under clause “the Budget loans” in arbitration court 42 claims are directed, owing to what volume of receipts in the regional budget has increased on 142 058 thousand roubles.

chairman of subcommittee on small business. Under the offer of the Tver union of the industrialists and businessmen the projects of the laws of the Tver area “About stimulation of small business in the Tver area” and “About organization of competitions on accommodation of the state order of the Tver area” were developed.

The same year

in the International Republican Institute 1997 Annual Report Constantin Klyushkin was listed as one of the Trainers & Election Observers who ‘teach citizens in the burgeoning democracies how to communicate with voters, construct a secret ballot booth, or establish parliamentary rules’.

1994 – 1997
– director of Pskovsko-Valdayskiy privatizaton center (PVPC)

– affiliate to Russian Privatization Center (RPC). In practical activity of the Center three main directions have been clearly defined:

  • pre-investment company preparation;
  • assistance in formation of favorable investment climate in the region;
  • attracting investments to the regional economy.

Total sum of projects’ budgets which were implemented by PVPC for 3,5 years was over US$ 250 million, had been raised from venture capitalists and angels, including executives from USAID, World Bank, EBRD and TACIS EuropeAID.

Implementation of the first of the above directions (pre-investment company preparation) was as follows (a, b, c):

a) RPC consulting project called “Program of Intensive Enterprise Support” (PIES)

was carried out together with American consulting companies CARANA Corporation and Arthur D’Little. This project covered three enterprises of the Region: JSC “Iskozh Tver” (Tver, Russia), JSC “Fayans” (the town of Konakovo in Tver region) and JSC “Transvit” (Novgorod, Russia). The development of general enterprise strategy, reorganization and restructuring planning, business planning and trade partners search were carried out at these enterprises.

b) PVPC together with TAM specialists
working under European Bank for Reconstruction and Development

implement the project “Turn Around Management” (TAM) at about twenty enterprises of the Region.
They were: JSC “Tverstekloplastic” (Tver, Russia), JSC “Vyshnevolotsky Textilschik” (the town of Vyshni Volochek in Tver Region), JSC “Nelidovo Hydraulic Presses Plant” (the town of Nelidovo in Tver Region), JSC “Eltor” (Electrical Equipment Plant in Tver), JSC “Planeta” (Novgorod, Russia), JSC “Mstator” (the town of Borovichy in Novgorod Region), JSC “Kulotino Manufactura” (the settlement of Kulotino in Novgorod Region) and others. The project was to cover the development on management structure and managing personnel training.

Following measures have been carried out there:

  • development of enterprise strategy;
  • extensive business plan development;
  • reform of organization structure;
  • creation of modern marketing structure and trading partners search;
  • personnel training;
  • financial management and accounting system reform;
  • recommendations on cost reduction.

c) PVPC together with CARANA Corporation

took part in the project of Financial Management Assistance (FMA) at at JSC “Impulse” (the town of Velikie Luki in Pskov Region) and JSC “KZMI” (Konakovo Plant of Mechanical Tools in Tver Region).

Besides, at the territory of the Region PVPC worked at the project proposed by
the British Executive Service Overseas (BESO).

In cooperation with the British Executive Service Overseas following works were carried out at the enterprises of Tver and Tver Region:

1. JSC “Mebel” (furniture company in the town of Andreapol in Tver Region) – recommendations on product quality and design improvements;
2. JSC “Rzhevpivo” (brewery in the town of Rzhev in Tver Region) – recommendations on product quality improvement and process development;
3. JSC “Zavidovo Experimental Mechanical Plant” (the settlement of Zavidovo in Tver Region) – marketing structure organization and personnel training, trading partners search;
4. JSC “Vyshnevolotski Textilschik” (the town of Vyshni Volochek in Tver Region) – trading partner search and market increase;
5. JSC “Rzhevmebel” (furniture company in the town of Rzhev in Tver Region) – business plan development, trading partners and external investors search;
6. JSC “Tver Grain Processing Mill” (Tver, Russia) – reorganizing the structure of management and production process, new product range development;
7. JSC “Torzhoksky DOZ” (Wood processing plant in the town of Torzhok in Tver Region) – analysis of enterpeise activities, Russian domestic market and marketing structure;
8. JSC “Toropetsky DOZ” (Wood processing plant in the town of Toropets in Tver Region) – marketing stategy training course, new product range discussion.

The second of the above mentioned activity directions – assistance in favorable investment climate formation

– was going as follows (d, e, f):

d) Together with Consulting Companies Arthur Andersen and Chemonics as well as Municipalities of Tver, Novgorod and Pskov, PVCP took part in the RPC consulting project “Real Estate Information System” (REIS). In this project there was created a unified information system on land lots and real estate units as well as a registration system of the ownership of them, based on the pilot lots.
e) Together with Dun & Bradstreet PVPC implemented the project “Business Information System” (BIS), aimed to create a data base on large and medium size privatized enterprises of the Region.
f) PVPC together with regional and municipal administrations of Tver, Novgorod and Pskov and American Consulting Company Padco took part in the RPC consulting project aimed to develop a legal normative base for selling land lots to private Companies (ELS, Enterprise Land Sale).

PVPC also worked at attracting direct investments to the regional economy. PVPC took an active part (and is planning to continue this collaboration) in the work of European Bank for Reconstruction and Development and Italian Government in founding A Venture Capital Fund of Western Russia. PVPC developed the foundation of Novgorod regional Agency for external investment promotion “Agency for Regional Development and Investment Attracting”).

finished the training courses “Management Consultancy” arranged by Deloitte Touche Tohmatsu International (England, Northampton) and “Project Administration” at Clark Atlanta University (USA, GA).

This very day has given interview to well known American political analitic Ariel Cohan on radio “Voice of America”.

1993 – 1994
– executive director of Tver Chamber of Commerce and Industry (TCCI).

While being director of TCCI was one of the organizers of second in a history of the Tver region “Days of the Owner”. At the end of 1993 initiated establishment of the Tver Centre of Postprivatization Support to the Companies (TCPSC). For increase of an overall performance of this centre has passed training itself and has carried out training the employees of the centre at the Moscow centre of a privatization and management on a subject “Practical questions of attraction of the investments”.

by activity of the TCPSC which have rendered by then the consulting help to a number of the Tver enterprises, the RPC has become interested. On the basis of TCPSC the PVPC was formed in August 1994.

The RPC was founded by federal organizations responsible for privatization: State Property Committee, Russian Fund of Federal Property, State Anti-monopoly Committee; Russian and foreign non-profit organizations: League of Co-operators and Businessmen of Russia, Fund of Privatization and Financial Market Support, Association of Businessmen and Tenants of Russia, Harvard Institute of International Development (USA), Stockholm Institute of East-European Economic Investigations (Sweden), Center of Economic Efficiency at London Economic School (Great Britain).
Principal goals of the RPC include implementing technical assistance programs and consulting in the field of privatization, supporting privatized enterprises, developing securities market, anti-monopoly policy. The RPC assists Russian State Bodies as well as privatized enterprises and participants of securities market. Assistance is rendered free of charge. The RPC attracts financial aid from foreign organizations for implementation of technical assistance programs (American Agency of International Development, European Union, etc.); RPC controls loans of World Bank and European Bank of Reconstruction and Development on behalf of the Government of the Russian Federation. Leading international consulting companies and specialists are engaged in implementing the RPC projects.
